Any incident should be reported as soon as possible to St Helier VTS or the coastguard. 

The problem will be dealt with swiftly ensuring safe, efficient operation of the port.

Codes of practice

Health and Safety in the Port of St Helier

The Approved Code of Practice on Health and Safety in the Port of St Helier was developed by Jersey Harbours as the body having overall responsibility for safety in the harbour area. The code applies to specific activities that are undertaken within the harbour area of the Port of St Helier and which involve:

• employers
• employees
• self-employed people

It also covers the use of the harbour by the general public.

Shipping (Safety Codes) (Jersey) Order 2005

The shipping safety codes are applicable to Jersey ships weighing less than 150 tonnes, along with small ships, and Jersey ships weighing between 150 tonnes and 400 tonnes.

Jersey Commercial Vessel code of practice

The Jersey Commercial Vessel code of practice concerns small charter vessels operating in territorial waters.

ISPS

The International Ship and Port Facility Security (ISPS) Code came into force in 2004, and is an amendment to the Safety of Life at Sea (SOLAS) Convention (1974 / 1988). It concerns minimum security arrangements for ships, ports and government agencies.

The main objectives of the ISPS Code are to:

• detect security threats and implement security measures
• establish roles and responsibilities concerning maritime security for governments, local administrations, ship and port industries at the national and international level
• collate and promulgate security-related information
• provide a methodology for security assessments so as to have in place plans and procedures to react to changing security levels

The ISPS Code applies to ships on international voyages (including passenger ships, cargo ships of 500 GT and upwards, and mobile offshore drilling units) and the port facilities serving such ships.

The Ports of Jersey have fully adopted the ISPS code. It is headed by the Port Security Officer (the Harbourmaster), and designated Port Facility Security Officers (PFSOs). Procedures and strategies are in place to cover all risks and eventualities.

Restricted areas

You should only enter a restricted area if you have permission to do so.

When in a restricted area, ID cards must be worn at all times, along with the correct level of personal protection equipment (as detailed in the table below). Please be aware that an approved risk assessment for a specific task or job may indicate an alternative level of personal protective equipment.

If you are only passing through, you must wear sensible shoes. 

All those who are within a restricted area are liable to search.
